    The 192.168.0.1 thing is on the local area network (LAN). He just need to double click the D-Link router and its connected, the webpage is on the router itself, not the internet. They are connected, only to the router and not to the internet cos I don’t see a modem.

    You can use a wireless router for any type of broadband internet or you can just use it for a local network between computers without any internet.
